The Government of the Republic of Chad became the first Member State to accede 
  to the Constitution and Convention of the African Telecommunications Union adopted 
  by the 4th Extraordinary Session of the Conference of Plenipotentiaries, Cape, 
  South Africa, 6 & 7 December 1999.
The letter of accession was deposited with the Secretary General on October 
  25, 2000.
The Republic of Chad is therefore the first Member State to accede to the instruments 
  establishing the restructured Union.
We are appealing the Member States, which have not yet ratified or accede to 
  these instruments to expedite process for a quick entry into force of these 
  basic legal instruments of the Union.
