Introduction
In the planning area that is defined in ‘resolves 1’ of
Resolution 1185 Rev, the bands 174-230 MHz and 470-862 MHz will be
planned for digital terrestrial broadcasting while providing
adequate protection to existing/planned analog broadcasting stations
and primary services sharing these bands in conformity with the
Radio Regulations.
The worldwide tendency towards the digitalization of broadcasting
such as the post-production, transmission, and the constant
development of digital technology, reinforces a well-shared
conviction that the advent of a all-digital terrestrial broadcasting
is a certainty.
However, the change of this analogue environment to an
all-digital environment passes through a difficult and complex
transition period in terms of the time necessary for this change and
the behaviour of the consumers. This will require simultaneous
broadcasting in both analogue and digital systems (simulcast
broadcasting) for several years. Therefore the transition will cost
more money and more frequency bandwidth.
Each country can decide future use of these frequency bands for
establishing digital broadcasting. The Conference creates an
opportunity of harmonizing to maximum extent the future use of these
frequency bands, to carry out this transition smoothly and to lower
cost, and to safeguard the evolution of digital broadcasting.
The following draft African Common Proposals (AFCPs) are based on
the ITU-R Report of Doc 3 of the Conference documents for the first
session of the RRC. In order to avoid lengthy papers it is proposed
to make references to the mentioned part of the Report when
appropriate. The presentation of the AFCPs is based on the ITU
Administrative Circular #132 of 28/11/2003 as follows...

The AFCPs are
structured in accordance with the Agenda of the Conference
contained in Resolution 1185 Rev of the ITU Administrative
Council.

AFCPs are also grouped
in chapters of ITU-R Report to the first session of RRC i.e Doc 3.
