Formation of National Conference Preparatory Working Groups

We trust that you have by now received the ITU Administrative Circular No. CA/81 of 20 July 2000 in connection with the above subject. It is important that the African Region start early to prepare common regional positions wherever possible on the various agenda items of the Conference. In order to arrive at a continental position, national positions on the various agenda items have first to be developed. We therefore recommend that 'National Conference Preparatory Working Groups' (NCPWG) for the WRC-03 be established as soon as possible. Other regions in the ITU Family have already done so.

We are also requesting that you let us know the names of the 'Head of the Delegation' to the Conference and the National Co-ordinator for the NCPWG so that we may advise them from time to time of the emerging regional and global positions as they happen. Our Co-ordinator at the Secretariat is Mr. Gideon L. Mwakatobe.
